Teacher Incentive Allotment TIA
Forney ISD is in the process of phased-in implementation of a district Teacher Incentive Allotment (TIA) Plan. The TIA is an initiative launched by the 86th Texas Legislature in 2019 to reward, retain and recruit teachers with the goal of allowing a highly effective teacher to earn a six-figure income. The highest financial awards in the state plan are available for teachers who work at high-need campuses.
Local TIA plans provide specifics as to the criteria for locally recommended designations (Recognized, Exemplary, or Master) as well as how financial allocations are distributed. Local plans require approval by TEA in order to verify they comply with state criteria and parameters.
TEA requires that a local district plan includes measures of whether students achieve expected growth, as well as a teacher's performance as measured by the district's teacher appraisal system. The biggest challenge in the development of a local plan is incorporating systems to assess student growth in a way that is as equitable as possible for teachers in various assignments.
